Additional input.  I was at the customers home yesterday and found the
following.
The wiring for line seizure was completed properly.
The voltage for ON Hook was at 46.28 vdc

alarm his name was Morie (mooky) Marcus he supposedly retired to
Florida mid 80's  has any one ever run across him he would be in his
90's at this point if he still up and around.

I am installing a new veritas R8 with little success.  Following the
manual to load the factory settings doesn't work.  I've spoken to the
help desk.  The bloke says that the manual is wrong and that you
connect mains first and then battery.  Tried that with no difference.
