Is it true that one must use oil primer when painting over an old coat
of oil paint? And that it's ok to then go over the oil primer with
latex paint?

Hey guys.  The guy that did the work in my basement made a dumb
mistake and cut my fixture holes too wide and tall.  When I put the

I am remodeling this 35 year old house and throughout the house the walls
are made of a double layer of gypsum board as the layer underneath and a
layer of plaster / cement material on top.  Total thickness is about 3/4".
