No matter how I adjust our flapper I cannot get it to stay up long enough
for the water to drain from the tank.
The only way I can get the water to drain from the tank is to hit the tank
lever and count to 3 and release it.

Is it merely a stop for the main stem ??

I have a half inch cold water copper line connected to a half inch PVC
pipe with the threaded (male)  pvc adapter...about after a couple of
months it will start to drip. I use white teflon tape  but  it seems to
over time loosen in some way...As you know you can only snug these
