We plan on building a home in the Midwest ( Iowa ). What is the percentage rate for the final building cost a contractor might charge? Is this safe? Rr is there a better way, to get more house for the money you would spend if a contractor has a flat cost?

i live in a mobile home that has an electric furnace...it works fine,but when the blower kicks off,it'll still blow warm ait just a little bit,not much,but enough to notice..is this normal?..if not,what do i need to do to correct this?
