Had engineer say my 4x8 cedar rafters were ok for concrete tile over
deck/porch/balcony last year, but there were span issues with the 18' 4x6
barge rafters that extend over both the house & deck. His suggestion of
multiple LVLs was not appealing, so I had asked him on the phone whether
adding bracket supports (4x12 beams) roughly at mid-point would work. He
had said yes, but now I can't find my notes to that effect. Construction
is busy here & it took over a year to find someone to do needed work (moving
barge rafters in 6", adding lookouts to the parts over the house & support
bracket beams on 2 story = not a DIY project), but it's *finally* done and
"feels" rock solid.
Want to check again that 4x6 cedar (engineer assumed #3) would be ok for
9'6" span or will I need to sister with something... Truss designs for
house called for loads of 10 dead & 30 live. I know, the obvious thing
would be to call the engineer back, but it's been over a year...

A year, or five, same difference. If he's the one that did the
original design it's a lot easier to just ask him. No one here can
answer such a specific question without more information (local codes,
design loads, specific connections, etc.).
Don't worry, most engineers don't bite. Charge you, maybe, but never
bite.

He didn't do the design; was just supposed to verify existing roof
structure.
Mostly I'm hesitant 'cause he indicated that he had done a lot more work on
my project than what he charged me (most likely true) & seemed pretty
determined to call an end to it. And we didn't use his written method to
remedy the problem...

So call him back. It should only take a few minutes for him to look up
his notes and give you an answer. If this were my project I probably
wouldn't even send you a bill unless you needed something in writing.
