Why do cement bags have holes

My stab: Allows moisture to escape. The bags are 3 layers: paper, plastic,
paper. If moisture condenses on the plastic layer and can't escape it will
soak the outer layer.
Reminds me of when they did that to Tyvek when it was "discovered" that it
was acting as a vapor barrier on the wrong side of the wall (in the north).

The holes are there for air to flow through. Mostly for manufacturing
purposes. Concrete is dry so you wouldn't want water to be able to soak from
the outside!
