Is it ok to use general purpose joint compound to smooth over the total
surface of a wall/ceiling? I made the mistake of letting my wife
remove wallpaper (unsupervised) and now I have gouges/torn wall board
all over. I'm pretty sure I can get it all smoothed over, just not
sure what would be best to use. This is in a highly used bathroom BTW.
I retaped all the corners with the self adhesive fiberglass joint tape
and have the first coat drying now. All of the flat joints are still
ok and I'm not going to mess with those.

I recently had my tape crew skim coat a room that had paper removed, with
wall damage like yours. I was surprised to see them wet up the compound and
put it on with a paint roller, then they struck it off with a wide knife.
After two runs the walls turned out great. It when on much fast this way
and the finished wall was first class.
