The existing roof is deflecting under snowload, there is no attic space, and
I wish to have proper eave ventilation.

Jason:
I recommend that you block up on top of the exterior walls between the
ceiling joists to get a flush surface. Then add a 2x flat above the top
of the joists, to give you a new sill plate. Set your new trusses on
top of this plate and attach w/ a hurricane clip.
As for the trusses, take a plan layout to your local lumber yard and
have them help you get a truss package put together.
Since this is a structural change many jurisdictions will require a
building permit.
