Will patio fix wet basement?

We've just purchased a house which the home inspector informed us would
need at grading work done to the foundation on the back of the house or
we'd have a wet basement durring rain. We it seems our basement does in
fact get wet durring rain. I'm curious if putting a patio on this side
of the house (graded away from the foundation) might resolve the issue
or would a drainage system or flashing the foundation be better?

Do 'em all.

It sounds like there is inadequate foundation drainage AND the water is
draining toward the house.  So, put in a proper drainage system (this
should have been done in the first place) and then grade the surface
(patio or lawn) away from the house.

Would a cement patio on the offending area graded away from the
foundation also help?

Patio or grass, it doesn't make too much difference as long as slope of
of the grade is away from the house.  Also, make sure any downspouts are
directed away from the house and not allowed to dump the water right
next to the foundation.

It likely will help, but a patio is not subsitute for proper footing drains.

Is a footing drain anything like a french drain I've read about?
If so do they clog as easy as I've been reading they do?

No, not the same, but similar purpose.  A French drain is typically at
the surface and may involve a gravel filled trench that may or may not
contain a perforated drain pipe.  A footing drain is at the level of the
 footing and not at the surface.  The drain pipe also should be
surrounded by gravel and isn't likely to clog if installed correctly.
