After or you will have on very unhappy electrician. There can be
exceptions in some circumstances, but in general you want to do most of
the wiring prior to insulation.

Wiring should be done before insulation.

After the rough in has been inspected and passed..

I'm sure that has to depend on what sort of house you are building? Timber
frame? Brick? etc.
