Is it possible to tile on concrete ceilings (ie. tiling upside down) with
either stone slate or ceramic tiles?

Thank you

Yep.  Done all the time, and it's pretty much a requirement for steam
showers.

Can be done, you only need to have a fast setting thixotropic tile adhesive
and a good tiling contractor
Smaller are the tiles/slates, easier it is.

Thixotropic?  Don't obfuscate.  It won't help the OP to receive
ridicule asking for thixotropic tile adhesive at his tile store.  You
can use modified thinset, epoxy thinset, straight epoxy - any of a
number of setting materials.  The part about the smaller tiles being
easier is true to a degree.  It is easier to set them for a less
experienced setter, but the real difficulty is in heavier tile (per
square inch).
