You probably dont need one if you are an owner builder...you need one to
build for others is all...and that usually takes some one to sign for you
claiming you have 4 years slinging the right tools...and then you have to
past a law and trades test...that you can buy a training course for. thats
calif rules...SC is probably similar.
Go the city building permit office and tell them that you want to be an
owner builder... they will likely say we need a set of plans and you need to
have inspections during construction...it shouldnt be a problem...but you
could also hire a general contractor to oversee, that would probably be
worth the money and he migh it reasonably cheap.

I am an owner builder in Florida. I have hired a manager who gets a
commission on whatever is let to SC and supplies he specifies needed. It is
working out fine except we are having trouble getting SC. Too much
construction going on in this area.
