block or stick built

I am thinking about having a building built 20 x40 for a dog kennel
business.  All the kennels I've seen have been block const. I realize the
block will make cleaning easier, but which form of const. is the least
expensive.

For a properly finished and operated commercial kennel, the
cmu building is the more cost effective compared with frame.
