Replying to my own post, I was hard on Eureka here.  It turns out it
does do what you said one of yours does.  When the handle latches into
straight up, it raises the roller.  It even said so.  I had trouble
reading the manual before, with acrobat (when it was big enough to
read, I had to scroll left an dright) but I finally went slowly
enough.

This is what it said:

HOW TO USE
The upright vacuum cleaner design allows use on multiple types of
carpeting and on upholstery or bare floors with attachments. When
using the attachment tools, place the handle in the upright
position. Do not place cleaner on furniture or steps as the brush
roll may cause damage.

This part above just hints that putting the handle upright will
protect the carpet, but it is more clear later.

NOTE: When handle is in upright position, brush
roll is lifted off carpet. This is normal.
Height adjustment will not change brush
roll level until the cleaner’s handle is
moved into the operating position.

How To Use Accessories
NOTE: Do not place cleaner on furniture or
steps as the brush roll may cause
damage. Place cleaner on floor with
the handle in storage position while
using accessories.
Dusting Brush is for furniture, blinds, books, lamp shades,
shelves. (On some models.)
